Should the Indian Government Invite Rohingyas into India?

Every thing and every situation has a context. When some people, no doubt propelled with good intentions, talk about "persecuted Rohingyas" and demand that they be invited and settled in India, they do so without context. Let us look at this question in context of the facts.
